Periodic Inspection of Designated Buildings

Under Article 12 of the Building Standards Act, we periodically inspect the safety of designated buildings, examining maintenance status and regulatory compliance item by item as prescribed.

Service Overview

The periodic inspection of designated buildings is an important inspection required at regular intervals under Article 12, Paragraph 1 of the Building Standards Act. It comprehensively examines the building's site, structure, fire compartments, evacuation facilities, and related elements to confirm safety. At Ishiguro Archiconnect, specialists including designated building investigators and first-class registered architects carry out accurate inspections in accordance with the law, and propose any renovation work the results call for.

Site and Ground Inspection
Service 01

Site and Ground Inspection

We walk the site and inspect evacuation routes, walls, retaining walls, and any ground subsidence. This covers whether on-site passageways serving as evacuation routes are properly maintained, whether block walls and retaining walls show cracking or other deterioration, whether block walls have seismic countermeasures in place, and whether the ground shows tilting or damage from earthquakes or other causes.

Building Exterior Inspection
Service 02

Building Exterior Inspection

This focuses on deterioration and damage to the building's foundations, exterior walls, and signage. We check whether exterior wall tiles, panels, and signs show deterioration that could cause them to fall, and whether the concrete structure has cracks that could lead to water leakage.

Rooftop and Roof Inspection
Service 03

Rooftop and Roof Inspection

We inspect rooftops, roofs, and equipment mounting frames for deterioration and damage. The focus is on whether the rooftop waterproofing layer shows cracking or water ingress, whether weeds are growing in gutters and drains, and whether coping shows deterioration. We also inspect the roof's fire protection measures.

Building Interior Inspection
Service 04

Building Interior Inspection

We inspect the fire compartments that prevent fire from spreading, the installation of ventilation equipment, and the presence of asbestos. We confirm that fire compartments are correctly installed and that fire doors close properly, and check walls, floors, and ceilings for deterioration and damage. We also inspect whether rooms requiring daylight and ventilation have windows, ventilation fans, and similar features correctly installed.

Inspection of Evacuation Facilities
Service 05

Inspection of Evacuation Facilities

We inspect whether corridors, doorways, stairs, and other parts of the evacuation route are properly maintained. We confirm that smoke vents, which are seldom opened in normal use, open correctly, and that smoke barriers are correctly installed. We also check that emergency lighting, which comes on during a power outage, is installed in sufficient numbers.

Inspection of Other Items
Service 06

Inspection of Other Items

For buildings with base isolation, we visually inspect the isolation devices. Where lightning protection systems or chimneys are present, we check them for deterioration. Because the designated administrative agency may prescribe additional inspection items, we take care to leave nothing unchecked.

Our Process

STEP 01

Contact & Consultation

We will ask about the building's outline, use, and inspection timing, and arrange the inspection schedule.

STEP 02

Review of Preliminary Documents

We review the building confirmation application, drawings, and the previous inspection report, then organize the inspection items and draw up an efficient inspection plan.

STEP 03

On-Site Inspection

A qualified designated building investigator inspects the site, the building's exterior and interior, fire compartments, evacuation facilities, and related elements in detail.

STEP 04

Preparation of the Inspection Report

We prepare a report summarizing the inspection results.

STEP 05

Reporting to the Administrative Agency

We submit the inspection report to the designated administrative agency.

The requirement is set out in Article 12 of the Building Standards Act, and failing to report is a violation of the law. In such cases, a fine of up to one million yen may be imposed under Article 101 of the Act.

Under Article 12 of the Building Standards Act, periodic inspection is mandatory for designated buildings (those above a certain size). The interval varies with use and size but is generally every six months to three years. Buildings covered include theaters, cinemas, hospitals, hotels, department stores, and offices. Details may vary by local government.

This varies with the size and use of the building, but for a typical office building the on-site inspection takes about one day.

Please have ready the as-built drawings, regulatory compliance drawings, and current-condition drawings, along with a copy of the previous report if inspections have been carried out before. Please feel free to contact us for details.

If the inspection identifies a problem, we set out improvement proposals in the report. For serious problems we recommend prompt repair, and because we also handle proposals for certain renovation work and construction supervision, we can provide a one-stop service.
